Ringo graduated with her Bachelor's degree from Washington State University in 1962 and her Master's in Mathematics teaching from Washington State in 1965.
Ringo is a retired teacher in Idaho's public schools.
Before becoming a representative, Ringo was Chairwoman of the Latah County Democrats from 1992 to 1998 and from 2000 to 2002. Ringo was also selected as a Delegate for the 1996 and 2000 Democratic National Conventions.

Ringo won re-election to District Seat 6B in 2010 against Republican Isaac Young. She ran unopposed in the Democratic primary on May 25th. The general election took place on November 2, 2010.[4]
