hould Skagit County Consolidated Diking and Drainage District No. 22 be reorganized as Skagit County Consolidated Diking, Drainage and Irrigation Improvement District No. 22 with authority to charge particular lands for irrigation benefits, to recover costs incurred by the District in addition to annual levy for maintenance and repair of diking and drainage?[3]
