A Skagit County Fire Protection District No. 08 Lyman Annexation measure was overwhelmingly approved on the April 23, 2013, election ballot in Skagit County, which is in Washington.

This measure annexed the Town of Lyman to be a part of Skagit County Fire District. This measure was voted on both in the Town of Lyman and Fire District No. 8.[1]

Shall the Town of Lyman be annexed to and be a part of Skagit County Fire Protection District No. 8?



Explanatory statement

This is a statement provided by the Skagit County elections office:

The Town of Lyman is requesting annexation into Skagit County Fire District #8 with a goal of assuring continuing quality fire and basic emergency medical services for its residents, and financial solvency for the Town. Annexation will guarantee these services continue in perpetuity, would result in the maintenance of all current emergency services, and would make available some additional related services provided by Skagit County.

The Town shares contiguous boundaries with the District to the North, East and West. Annexation would effectively modify the boundaries of the District only, to include all residential properties within the Town.

The financial obligation to the District would shift from the Town’s general fund to the residential property owners residing within the Town, and would be based upon the District’s levy rate (currently $1.13) and the resident’s real property valuation. Annexation will prove revenue neutral for the District, as the Town currently contracts for an amount equal to the amount Town residents will collectively pay, and commensurate with the amount paid by residents throughout the District.

Annexation will allow Town residents a voice in Skagit County Fire District #8 business affairs, and provide them eligibility to serve on the Board of Commissioners for the District.[1][2]


Below are statements in support of this proposition:

The town of Lyman has contracted with Skagit County Fire District 8 for 26 years. They have provided outstanding fire and medical aid services throughout those years. After careful consideration, the Lyman town council found that is in the best interest of the citizens of Lyman to annex into the District. This will give the citizens of Lyman equal representation as members of the district, and will not add any additional cost to the residents already in the District.[1][2]
