The question on the ballot:

PROPOSITION L: Shall Ordinance No. 404, that establishes and implements a Business Tax in the City of Solana Beach to increase locally-controlled revenue for general City services and operations, including but not limited to law enforcement, fire, parks and recreation, street repairs, and capital improvement program projects, be adopted?"
