These measures sought to aggregate electricity in the two areas in order to obtain lower rates for residents who would also be able to opt out of the program if they wanted.

The question on the ballot:
|Springfield measure: Shall Springfield Township have the authority to aggregate the retail electric loads located in the Township, and for that purpose, enter into service agreements to facilitate for those loads the sale and purchase of electricity, such aggregation to occur automatically except where any person elects to opt out?|
