Text of measure

Language on the ballot:[1]

Shall the Charter of St. Charles County be amended by providing that a vacancy on the County Council shall be filled by the County Executive subject to approval by the Council, that the person selected shall be a member of the same political party as the previous occupant (If so affiliated) and shall hold office until January 1st following the next general election at which a successor shall be elected for the remainder of the term? [This is an amendment of the current charter provision which calls for the County to pay for a special election if the vacancy occurs more than 180 days before the end of the term or for the other council members to name the replacement if the vacancy is within 180 day.][2]
