Cooper's political career began with his service as a Councilman for Kemmerer City Council from 1982 to 1988. He then served as County Commissioner for Lincoln County, Wyoming from 1995 to 2002. Cooper was elected to the Wyoming House of Representatives in 2003 and served until 2004.
Cooper earned his BS in Business Administration from Utah State University in 1967.He worked as an Electrical Technician for the United States Air Force from 1959 to 1962. After earning his degree he worked as a manager for Central Data Corporation from 1967 to 1971. He went on to become owner of Sublette Electric, Incorporated in 1971. He worked in this position until 1994.[1]
