McNeely earned his BA in History from Henderson State University in 1988. He went on to receive his JD from the University of Arkansas at Fayetteville in 1996. McNeely has been a licensed attorney since 1996. He also spent 22 years enlisted in the United States Army Reserves.

McNeely ran in the 2012 election for Arkansas House of Representatives, District 40. McNeely ran unopposed in the May 22 Democratic primary and was defeated by Douglas House (R) in the November 6, 2012, general election.[1][2][3]
