The Suamico Municipal Building Project Referendum will not appear on the November 3, 2009 ballot in Suamico. The current plan for a new Suamico Municipal Building, Phase 1a, was approved by the Suamico Village Board on July 20, 2009. A petition, signed by more than 1,000 area registered voters, that could have resulted in a referendum, was received by the Suamico Village Clerk on July 6, 2009, and reviewed by their legal counsel. It was determined, according to Section 9.20 of the Wisconsin State Statutes, that the village board had no obligation to act upon or vote upon the petition because of several insufficiencies in it:

  1. The petition did not contain an ordinance or resolution that could be presented, without alteration, to the voters.
  2. There was no certification of a qualified circulator of the petition.

Therefore, the petition was presented to the Village Board on July 20, 2009, as a communication, and no action was taken.[1][2]

Suamico resident and designer of the current village hall Ben Schenkelberg had circulated the petition, citing bad location for the proposed new building and a high monetary price, among other things.
