Sutherlin Water Billing Base Rate Change (November 2009)

The Sutherlin Water Billing Base Rate Change appeared on the November 3 ballot in Douglas County for voters in the city of Sutherlin.

The measure proposed changing the base rate for each meter in the city and would also increase the usage fees. This would actually decrease the bill many residents pay because it would better reflect water usage per house and those that use less would be charged less because the base rate would be lower. Issues have arisen due to communal meters, such as in an apartment complex where one meter is used for an entire building. So those in an individual house would end up paying more because apartment users have the bill split so many ways between residents. But it is thought by those supporting the measure that water usage fees would still be more accurate under the new proposed billing system.[1]
