William "Terry" Smith (b. June 14, 1948) was a Democratic member of the Arkansas State Senate from 2001 to 2011. He represented the 19th District.

Smith served in the Arkansas State House of Representatives from 1994 to 2000.

He worked for as a Consultant Telcom/Southwestern Bell Corporation but is now retired.
