The Texas Even-Numbered Year Budget Sessions Amendment
, also known as House Joint Resolution 67
, did not make the November 5, 2013 general election ballot
in the state of Texas
as a legislatively-referred constitutional amendment
. The measure would have amended the Texas Constitution
to allow legislative budget sessions to be held in even-numbered years. The proposal was authored by State Representative Donna Howard
Article III of the Texas Constitution establishes when the Texas State Legislature is to be in session. Section 5 of Article III states that the Legislature shall meet every two years at times to be established by law. Section 5 goes on to say that the Legislature can also be convened by the Governor of Texas.

Path to the ballot
A 2/3rds vote in both chambers of the Texas State Legislature is required to refer an amendment to the ballot. Texas is one of sixteen states that requires this.
