Kirkland earned his BA in Communications from Cheyney University in 1991. He then attended Eastern Baptist Theological Seminary.
Kirkland's professional experience includes his work in the following positions: Youth Services Director, Sunday School Teacher, Community Service Coordinator for Crozer Chester Medical Center, and Associate Pastor for Community Baptist Church. From 1984 to 1988, he was a Counselor for Elwine Institute. He then worked as a Counselor for Crozer Chester Medical Center from 1988 to 1992.
In 1993, Kirkland joined the Pennsylvania House of Representatives. He has served in that position since, representing the 159th District.

Kirkland ran in the 2012 election for Pennsylvania House District 159. Kirkland ran unopposed in the Democratic primary on April 24 and defeated James Schiliro (R) in the general election which took place on November 6, 2012. [1][2]
2010
Kirkland won re-election to the 159th District Seat in 2010. He defeated Tina Johnson in the primary election, receiving 2,042 votes while Johnson received 869. Kirkland defeated Republican William Brown in the general election which took place on November 2, 2010.[3]
