Garrett earned his bachelor's degree from the University of Richmond. He went on to receive his JD from T.C. Williams School of Law in Richmond.

On November 8, 2011, Garrett won election to District 22 of the Virginia State Senate. He defeated Mark Peake, Bryan Rhode, Brian Bates, and Claudia Tucker in the primary on August 23, 2011. [1][2] He defeated Bert Dodson (D) in the general election on November 8, 2011.[3]
Garrett has stressed reduction of taxes of taxes as a means to create jobs, while saying of his opponent, “His problem is he can’t run on his own record. Since being in office in Lynchburg, he has voted for every proposed tax increase. Real estate property tax and personal property tax have gone up, and unemployment in the Lynchburg area has gone up while he was in office.”[4]
