Thomas J. Seeley is a judge of the First Circuit Court in Tennessee. He was appointed to the court in August 1985. He was re-elected by voters in 1986, 1990, 1998 and 2006. Seeley was most recently re-elected to the First Circuit Court on August 7, 2014, for a term expiring in 2022.

Seeley began his career as a trial attorney for the Tennessee Valley Authority. He left that position in 1974 to run his own private law practice in Erwin, Tennessee. He worked in that capacity until 1986. During that time, Seeley also served as an Unicoi County attorney for six years and as general counsel for the Clinchfield Railroad Company. Seeley has also taught as an adjunct professor at East Tennessee State University. From 1997 to 1999, he was the presiding judge of the Tennessee Court of the Judiciary.
