Flanagan earned his BA from the University of Missouri-Columbia and also attended Missouri Southern College. He is the Owner of the Thomas Flanigan Insurance Agency and previously served as Special Assitant to Senator Gary Nodler.
Flanagan is President of the McCune-Brooks Regional Hospital Healthcare Foundation and a member of the Boy Scouts of America, Carthage and Carl Junction Chamber of Commerce, Grace Episcopal Church, Jasper County Farm Bureau, Knights of Pythais-Carthage, National Rifle Association, Ozark Trails Council, and the Rotary Club of Carthage.
