Issues
Common-Sense Economic Policies
Common-sense economic policies will bring good jobs that are high paying 7th congressional district. Tom will also work on lower taxes, eliminate regulations and end frivolous lawsuits.
Empower Entrepreneurs
Empower entrepreneurs because the primary role of the government is to create a fertile environment for the private sector especially small business men and women who create jobs.
Tax Reform
Tax Reform that create taxes that are fairer, flatter and simpler.
Real Spending Reform
Real spending reform that will end the debts and deficit spending. Work to limit annual government spending to a level no greater than the taxpayer’s ability to pay.
Fight for our fair share because for way too long, counties in the 7th District have contributed much more than they will ever get in return.
Balanced Budget Amendment
Create a balanced budget amendment because Congress has proven time and time again that it lacks the discipline and the willpower to stand up to the special interests and pass a budget that spends no more than we bring in.
Strengthen our Military
Strengthen our military because the security of our homeland is the top priority of our government. Tom Rice will work to ensure that our enemies are never allowed to arm themselves with nuclear weapons.
Defend the Constitution
Defend the Constitution which includes the right to life and our Second Amendment rights. Tom Rice will also work to reignite a respect for the Tenth Amendment that empowers states and makes Washington less significant in each of our lives
Secure our Border
Fight to Secure our Border and make English the official language, while simplifying the rules for those who want to come here legally. Our porous border endangers our national security and also hurts our economy.
Fight for Term Limits
Far too many politicians put too high of a priority on being re-elected. We should honor the Founders’ intent of a real citizen-legislature. [6]

Effect of redistricting
- See also: Redistricting in South Carolina
The 7th district was added following the results of the 2010 census. According to the Washington Post, despite Republican-controlled redistricting decisions, this district was a battleground for Democrats and Republicans seeking control of the U.S. House. With Republican front-runner Thad Viers deciding not to run and Democrat Ted Vick showing some appeal to conservatives, South Carolina's 7th was a swing district in 2012.[9]

Bauer rivalry
Throughout the campaign, rice and former Lt. Gov. Andre Bauer campaigned hard against each other. During the Republican debate on June 4, both candidates traded barbs, and Rice accused Bauer of moving to the district a year and a half ago just to run for Congress. "Andre ran for governor, came in fourth, and then moved into this district specifically to run for a brand new seat,” Rice said. “He has no connection to this district, never lived here before. He’s jumping in here as an opportunist trying to take this new seat.” Bauer responded by saying he moved to the area well before the new district was drawn.[10]
