The reason given by recall supporters for going forward with the effort to collect signatures on petitions in order to qualify the recall election for the ballot was that Packard and Butler voted to extend Superintendent Sharron Jenkins Norman’s "current $170,000 contract another year after three consecutive years of decreased student enrollment and three consecutive years of not making yearly progress at the high school."[1]
Candice Thomas was a leader in the recall effort.[2]
Student enrollment in the Buena Vista school district declined from 921 students in September of 2007 to 861 students in September 2008.
