Fischer, an attorney, earned his JD from the University of Texas School of Law.
He is an honorary Board Member of the Congressional Youth Leadership Council, an alternate in the Law and Justice Committee of the National Conference of State Legislatures, and a member of People for the American Way's 35 Under 35 project.[1]
In August 2012, he was included in a list of 20 Latino political rising stars compiled by the San Francisco Chronicle.[2]

Controversy
Fischer is also chairman of the Mexican American Legislative Caucus, which was revealed to have benefited from close ties to Austin lobbying titans HillCo in an investigation by Texas Watchdog. The article examined HillCo's providing of free rent to the caucus during legislative session, which is prohibited by state law.[10]
