|“||A renewal of a tax for the benefit of Tuscarawas County General Health District (excluding New Philadelphia) for the purpose of carrying out the Tuscarawas County Health Department Programs (including clinic operations) at a rate not exceeding 1 mill for each one dollar of valuation, which amounts to $0.10 for each one hundred dollars of valuation,for 10 years, commencing in 2013, first due in calendar year 2014.
