The Union County Rezoning Referral or Ordinance No. 2008-001, reads as follows: "Ordinance No. 2008-001, passed March 11, 2008 entitled “An ordinance establishing the energy center planned development district pursuant to the Union County zoning ordinance (1978), as amended".
The referral sought to rezone 3,292 acres of farmland for a new classification, permitting the construction of an energy center.
