A Utah "Personhood" Amendment did not make the 2012 ballot in Utah as a legislatively-referred constitutional amendment. The measure would have defined the term "person" in the Utah Constitution at the moment of biological development. According to reports, the proposal was scheduled to be introduced in 2012 state legislative session by State Sen. Aaron Osmond.[1]

Path to the ballot

The constitutional amendment requires a two-thirds vote in the Utah Legislature in order to qualify for the 2012 ballot.

According to reports, the effort to place the measure on the ballot by Aaron Osmond was dropped.[2]
