Utah Proposition 2 appeared on the
November 1990 statewide ballot in
Utah. Its electoral disposition is unknown. It was one of three statewide
ballot measures that year in Utah; of these statewide measures, two, including Proposition 2, were
legislative referrals.
The ballot question said, "Shall the Utah Constitution be amended to allow the Legislature to adopt measures to insure the continuity of government operations when those operations are seriously disrupted as a result of natural or man-made disaster?"
