Mission statement
The mission of the Office of Legislative Research and General Counsel staff is to assist the Utah Legislature in the development of sound public policy, ensure the integrity of the legislative process, and preserve the legislative branch in its proper constitutional role in state government.
To accomplish this mission, we pledge to provide objective, accurate, concise, and timely information that facilitates informed decision-making and effective policy development by the legislative branch, and to create a dynamic working environment of cooperation, competence, initiative, respect, integrity, and teamwork[1].
Governance
The Office of Legislative Research and General Counsel is governed by a Director who oversees a staff that includes policy analysts, attorneys, secretaries, and technology professionals[2].
Services offered
Legal services
The General Counsel division represents the Legislature in all litigation, provides legal opinions, prepares the wording of drafted bills, and is responsible for revising the Utah Code[3].
Legislative library
The Office of Legislative Research and General Counsel oversees the Utah Legislative Library. The Legislative Library houses past bills, session journals, amendments, and other legislative-related documents[4].
Research
The Office of Legislative Research and General Counsel handles most legislative research. This includes analyzing other state's laws, providing all research and analysis for all standing committees in the Utah Legislature, analyzing previously enacted laws, and responding to individual requests for legislators and staff for research[5].
Technology
The Office of Legislative Research and General Counsel supports and maintains the Utah Legislature website along with maintaining the computer networks of the Legislature[6].
