Shall Section 9.4 of the Vail Town Charter be amended to read as follows:

" 9.4 Capital Program.

Each annual budget shall include a long-range capital program. The percentage of revenues to be allocated to the long-range capital program shall be established by ordinance of the Town Council.?" (Vote Yes or No)
