Seay was a member/Vice-President of the Clayton County Board of Education from 1993 to 2000. She served in the Georgia State House of Representatives from 2001 to 2002. She then joined the Georgia State Senate in 2003 and has served in that position since.
Seay was Assistant Vice President for Wachovia Bank from 1979 to 2001. She is currently President/CEO of Seay and Associates.
Seay attended Dekalbe College. She went on to attend Clayton College and State University. She then attended the Flemming Fellows Leadership Institute in 2002.
