Lowery Brown attended Howard University. Her professional experience includes her work in the following positions: Organizer for the West Philadelphia Coalition of Neighborhoods/Businesses, Outreach/Planning Coordinator for the Peoples' Emergency Center, and for a Community Development Corporation.
Lowery Brown was a candidate for the Pennsylvania House of Representatives in 2004 but was not elected. She then joined the Pennsylvania State House in 2009. She has served in that position since, representing the 190th District.

She defeated Sharif Street and Audrey Watson in the primary election, receiving 3,637 votes while Street and Watson received 3,100 and 966 votes respectively. Lowery Brown was unchallenged in the general election which took place on November 2, 2010.[3]
