Seventeen-year-olds may have been mistakenly prevented from registering voters. Responding to Republican complaints, the Ventura County clerk stopped the two boys from distributing and collecting forms as part of a Democratic voter-registration drive. But state and county guides support Democratic claims that there is no minimum age requirement to help other people register to vote..[1]

Clerk and GOP lawyer cite election code in support of decision

The clerk, Philip J. Schmit, and the California Republican Party's lawyer in Sacramento cited a section of the Elections Code that states, "any person who is a registered voter qualifies for appointment as a deputy registrar of voters." Schmit said he interprets the rules to mean that only people eligible to vote are eligible to help register voters. Schmit said that no one registered by the two boys would have their registration rejected, since it was not possible to distinguish those forms from thousands of others filled out the same day.[1]
