Insko received her Artium Baccalaureatus degree in Biology from California State University, Fresno, in 1959. She earned her Master of Public Administration degree from the University of North Carolina-Chapel Hill in 1993. She has worked as a consultant, nonprofit director and health administrator. Insko and her husband, Chet, have two children, Erik and Kurt.
