On February 8, 2010, Tincher announced he would not be seeking re-election in the May primary.
Tincher served as a Field Representative with Bricklayers Union Local 4 of Indiana/Kentucky from 1996-2002, was First Sergeant with the Indiana State Police from 1961-1982, and served in the United States Air Force Reserves.
He is a member of the Indiana State Policy Alliance and Pioneers, Mount Pleasant United Methodist Church, Murat Shrine Temple, Scottish Rite of the Valley, Wabash Valley Roadrunners Club, Riley Township Lions Club, Federal Bureau of Investigation National Academy Associates, Riley Free and Ancient Masons, Masonic Lodge #390, and the Indiana State Police Alliance.
