Vernon City Council term limits, Measure A (November 2011)

A City of Vernon term limits proposition, Measure A was on the November 8, 2011 ballot for voters in the City of Vernon in Los Angeles County, where it was approved.

Measure A amends the Vernon City Charter to limit Vernon council members to two five-year terms in office, with a lifetime ban thereafter. Prior to the enactment of Measure A, there were no limits in the Vernon City Charter. Measure A is not retroactive. This means that any terms in office that began before the enactment of Measure A do not apply toward the two-term limit.

Measure A was one of four ballot measures on the November 8, 2011 ballot related to governance issues in the City of Vernon. The others were Measure B (prevailing wages), Measure C (at-will employment) and Measure D (city administrator).

The Vernon City Council attracted interest from voters in the city after it was learned that Vernon's former city manager, who faces criminal charges, is being paid a pension of $500,000 a year.[1]

Supporters

The editors of Eastern Group Publications endorsed a "yes" vote on Measure A.[2]

November 22 election

After the November 8 election on Measures A , B (prevailing wages), C (at-will employment) and D (city administrator), Vernon voters will head to the ballot again on November 22, 2011, at which time they will vote on Measure E, Vernon Housing Commission Requirement, F: Vernon Independent Reform Monitor, G: Vernon Vacancies Filled by Special Elections, H: Vernon Prohibition on City Council Members Increasing Their Own Compensation, I: Vernon Use of Revenue from the Light and Power Fund and J: Vernon Open and Competitive Bidding Process.

Measure A: "Shall an ordinance be adopted to establish term limits for members of the City Council limiting them to two (2), four (4) year consecutive terms, with a hiatus of two (2) years before being eligible to hold office again as a member of the City Council?"
