Voter registration "honor system": woman gets two ballots

A Colorado woman received two ballots for the second straight year.

Debra Edwards, who married this year, received ballots in both her married and maiden names. She reported the problem, an example of how the honor system can be the last line of defense against voter fraud.[1]

Multiple defenses, with the honor system a last resort

Pam Anderson, the Jefferson County Clerk and Recorder, said that there are multiple defenses against voter fraud. They include a new database that allows Colorado's counties to interact with each other, as well as bar codes to track ballot envelopes. But no system is perfect, and Anderson said Edwards' case is an example where the honor system came into play.[1]
