Duke earned his BA in Social Studies/Business from Shepherd College in 1969. He went on to receive his MA in History from West Virginia University in 1985.
Duke was a retail manager trainee for Pomeroy's Incorporated in 1969. He then worked as a Management Consultant for Yarger and Associates from 1973 to 1974. From 1969 to 2003, he was a teacher for Berkeley County Schools. [1]

Duke ran for re-election in the 2012 election for West Virginia House of Delegates, District 61. Duke ran unopposed in the May 8 primary election and was defeated by Jason Barrett in the general election which took place on November 6, 2012.[2][3][4]
