The copy of the Washington State Constitution published by the state government characterizes Amendment 71 as having passed on November 4, 1980 and as being a product of "Substitute House Joint Resolution No. 37, p 652." However, the 1980 ballot measure election results also published by the state government characterizes HJR 37 as having the ballot title "Shall a graduated net income tax be authorized, excess levies for school operations be prohibited, and some excise taxes limited?" The 1980 ballot measure election results list does not include any ballot measures that relate to the subject of judicial qualifications or the judiciary in general.
