Ballot statistics
Fifty-nine (59) "initiatives to the people" were filed in 2003. Only one qualified for the ballot. Fifty-five failed to submit signatures, and three were withdrawn by the sponsor.
Thirty-one (31) "initiatives to the legislature" were filed in 2003. Only one qualified for the ballot. Twenty failed to submit signatures, six were withdrawn by the sponsor, four were filed too late to receive a ballot title, and one was referred and passed by voters November 2, 2004.
One referendum measure was filed in 2003, and it didn't qualify for the ballot because the sponsor failed to submit signatures.
