A "yes" vote for a veto referendum is a vote in favor of the legislative act that those who collected signatures to force onto the ballot are hoping to overturn. A "no" vote is a vote against the legislative act that provoked the veto referendum.
In this case, Chapter 59, Laws of 1921, about a Certificate of Necessity Act, did not become law.

An Act providing for the issuance of certificates of necessity and convenience by the director of public works to public service companies in cases where similar service is being rendered the localities proposed to be served by other public service companies.
