The Washington Conduct of Elections Initiative, also known as I-1048, will be on the November 2009 ballot in Washington, if its sponsors can collect a minimum of 241,153 signatures of registered voters by 5:00 p.m. on July 3, 2009.
I-1048 is an Initiative to the People sponsored by Joshua T. Goodin.
The official ballot title for I-1048 says, "Initiative Measure No. 1048 concerns the conduct of elections. This measure would revise requirements for candidates to qualify for the primary and general election ballots, repealing laws providing that only the top vote-getters in the primary would advance to the general election."
Ballot measure summary
According to the description prepared by the Washington Secretary of State:
- "This measure would repeal laws providing that only the top two vote-getters in the primary election would advance to the general election and repeal the residency requirement for candidates. Additional candidates filing the required number of petition signatures could also participate in the general election. The option of “none of the above” would be added to the general election ballot. If “none of the above” gained a majority, new candidates would have to be nominated."
