Washington Driver Instruction Permits Initiative I-1041 (2009)

The Washington Driver Instruction Permits Initiative, also known as I-1041, was intended by its sponsors to qualify for the November 2009 ballot in Washington, but did not ultimately qualify. Its sponsors would have had to collect a minimum of 241,153 signatures of registered voters by 5:00 p.m. on July 3, 2009 to qualify.

I-1041, an Initiative to the People, was sponsored by Michael Amaral. I-1041 would have dictated that an applicant for a driver's permit must prove he or she has completed a course in CPR before being issued the permit.

The official ballot title for I-1041 said, "Initiative Measure No. 1041 concerns driver instruction permit requirements. This measure would require applicants for a driver's instruction permit to verify that they have completed a course in cardiopulmonary resuscitation (CPR) and first aid, including the use of an automated external defibrillator."

According to the description prepared by the Washington Secretary of State:

"This measure would add a requirement for issuing driver's instruction permits. The measure would require applicants for a driver's instruction permit to submit verification to the state Department of Licensing that they have completed a course in cardiopulmonary resuscitation and first aid, including use of automated external defibrillators. The course must be approved by the American Heart Association, American Red Cross, or equivalent program approved by the Department of Licensing. Other application requirements are unchanged."
