Amendments

Washington H.J.R. 4209 was on the November 4, 1997 election ballot in Washington as a legislatively-referred constitutional amendment. It was approved with 64% of the vote and became the 91st Amendment to the Washington Constitution, amending Article VIII.

The question asked of voters was, "Shall the Constitution be amended to permit local governments to make loans for the conservation or the more efficient use of stormwater or sewer services?"

  • Yes: 1,002,382 (63.62%) Approved
  • No: 573,083 (36.38%)

It allowed political subdivisions in the state that sell or distribute water to "assist the owners of structures or equipment in financing the acquisition and installation of materials and equipment for the conservation or more efficient use of water ((or)), energy, or stormwater or sewer services in such structures or equipment."

Constitutional changes

HJR 4209 became Amendment 91, amending Article VIII, Section 10 of the Washington State Constitution.

It was the 91st amendment approved to the Washington State Constitution subsequent to its adoption in 1889.
