The measure would have required state and local agencies to enforce federal immigration laws. More specifically, the initiative would have required state workers to check immigration status before issuing public benefits or a driver license; and employers to check the immigration status of all workers and law enforcement to check the status of all people charged with felonies.

In order to qualify for the ballot, supporters are required to submit a minimum of 241,153 valid signatures. As of July 8, 2011, petition deadline day, no signatures were filed.
