Washington Initiative 655, also known as the Bear-Baiting Initiative, was on the November 5, 1996 election ballot in Washington as an Initiative to the People, where it was approved.
The question asked on the ballot was, "Shall it be a gross misdemeanor to take, hunt, or attract black bears with bait, or to hunt bears, cougars, bobcat or lynx with dogs?"

- The ballot language was filed with the Washington Secretary of State on January 5, 1996 by Joseph F. Scott of Seattle.
- 228,148 signatures were collected to qualify the measure for the ballot.
