The Washington Mandatory Seat Belts Initiative, also known as I-1046, will be on the November 2009 ballot in Washington, if its sponsors can collect a minimum of 241,153 signatures of registered voters by 5:00 p.m. on July 3, 2009.

I-1046 is an Initiative to the People sponsored by Patrick Crawford.

The official ballot title for I-1046 says, "Initiative Measure No. 1046 concerns safety equipment. This measure would repeal mandatory helmet use when operating motorcycles, motor-driven cycles, mopeds, and electric-assisted bicycles; repeal mandatory safety belt use for persons sixteen or older; and repeal state regulation of hunters’ clothing

Ballot measure summary

According to the description prepared by the Washington Secretary of State:

"This measure would repeal requirements mandating use of motorcycle helmets when operating a motorcycle, motor-driven cycle, or moped on a public or private road, and mandating use of a bicycle helmet when operating an electric-assisted bicycle. It would repeal requirements regarding use of safety belts by persons sixteen years old or older. The Department of Fish and Wildlife would not have authority to specify or define the clothing that may be used by hunters."
