The Washington Property Tax Assessments Initiative, also known as I-1039, will be on the November 2009 ballot in Washington, if its sponsors can collect a minimum of 241,153 signatures of registered voters by 5:00 p.m. on July 3, 2009.
I-1039 is an Initiative to the People sponsored by Courtney Cox and Dr. Kenneth R. Sinibaldi.
The official ballot title for I-1039 says, "Initiative Measure No. 1039 concerns determining the taxable value of property. This measure would establish taxable value of property purchased before 2009 at assessed value and property purchased after 2009 at agreed sale price or cost, with taxable value increasing thereafter one percent annually."
Ballot measure summary
According to the description prepared by the Washington Secretary of State:
- "This measure would direct that property acquired before January 1, 2009, be valued for taxation as stated in the 2009 property tax statement notice, and increased one percent per year thereafter. Property acquired on or after January 1, 2009, would be valued based on the agreed sale price or documented costs, including construction, increased one percent per year thereafter. Disputes about property value for property tax purposes would be resolved through submission to independent appraisers."
