I-559 sought to set property valuations for tax purposes back to the assessed values as of January 1, 1985 or the subsequent sales price, if the property had been sold between 1985 and the time I-559 would have gone into effect. Subsequent property tax valuations could be adjusted for cost of living changes.
Path to the ballot
The language for the measure was filed on January 23, 1991 by Marijcke Clapp of Seattle.
276,653 signatures were submitted and the Washington Secretary of State deemed that there were sufficient signatures to put I-559 to a vote of the people.
