The Washington Business Tax Initiative, also known as I-1045 or the Fair Corporate Tax Initiative, will be on the November 2009 ballot in Washington, if its sponsors can collect a minimum of 241,153 signatures of registered voters by 5:00 p.m. on July 3, 2009.

I-1045 is an Initiative to the People sponsored by James E. Vaughn.

The official ballot title for I-1045 says, "Initiative Measure No. 1045 concerns a state-run health insurance program. This measure would create a new state insurance agency to develop the contents of a state-run health insurance program covering all Washington residents and funded by premiums paid by Washington employers and employees."

According to the description prepared by the Washington Secretary of State:

"This measure would create a new state agency, headed by an appointed commissioner, to begin establishing a state-run health insurance program to provide selected health care benefits to all Washington residents. New commissions, boards, and offices would be created to establish policies regarding medical issues, represent consumers, plan for public health care needs, recommend premium amounts, set payment schedules, and administer program finances. The program would be funded by premiums paid by employers and employees."
