The proposed measure was sponsored by Stefan Sharkansky who helped draft 2010's Washington Privatize Liquor Distribution, Initiative 1100.
According to the Washington Secretary of State the initiative was withdrawn by the sponsor on May 24, 2011.[3]

In order to qualify for the ballot, supporters were required to submit a minimum of 241,153 valid signatures by July 8, 2011.
