Hayes served in the South Carolina State House from 1985 to 1991. He joined the South Carolina State Senate in 1991. He has served in that position since, representing the 15th district.
Hayes was an Officer in the United States Army, 82nd Airborne Division, from 1975 to 1980. He has been an Officer in the South Carolina Army National Guard since 1980. He has also worked as attorney/partner for Harrison Hayes and Guyton Law Firm since 1986.
Hayes earned his BS from the United States Military Academy at West Point in 1975. He went on to receive his JD from the University of South Carolina School of Law in 1983.
