A West Covina Election of City Council Members by District, Measure D was on the November 3, 2009 ballot in Los Angeles County for voters in the City of West Covina, where it was defeated.[1]
Measure D proposed dividing West Covina into five council districts.
The question asked on the ballot was, "Shall members of the City Council of the City of West Covina be elected “by” districts as described in the proposed ordinance?"
Supporters
Measure D was supported by Concerned Citizens for a better West Covina. The committee's treasurer was Dana Sykes, who is the wife of West Covina Council candidate Fred Sykes.[2]
Opponents
West Covina resident Lloyd Johnson. Johnson sent a letter on October 23 to the Los Angeles County District Attorney's Office questioning the legality of three campaign mailers sent to residents about Measure D.[2]
