According to reports, the measure could be introduced during the 2012 state legislative session. Delegate Patrick Lane proposed similar measures during two special sessions in 2011, but both failed during those sessions.
Path to the ballot
A two-thirds vote in both chambers of the West Virginia State Legislature is required to refer an amendment to the ballot.
