Tallman attended the Wisconsin School of Electronics in 1968. He went on to receive his bachelor's degree in Cross Cultural Ministry from New Tribes Bible Institute in 1971.
Tallman worked as an Engineer for Rochester Instrument Systems from 1981 to 1986. He then worked for Borden, Incorporated as a Supervisor from 1986 to 1992. From 1997 to 1999, he was a Manager for Winter Garden Quality Foods. He also worked as a Manager for Wampler Foods from 2000 to 2002.
Tallman was a member of the Adams County Republican Committee from 1996 to 2000. In 2004, he was a candidate for the Pennsylvania House of Representatives but was not elected. He did join the Pennsylvania State House in 2009. He has served in that position since, representing the 193rd District. Tallman also currently serves as President of the Adams County Republican Club.

Tallman ran in the 2012 election for Pennsylvania House District 193. Tallman ran unopposed in the primary on April 24, 2012, and defeated Anthony McNevin in the general election which took place on November 6, 2012.[1][2]
2010
Tallman won re-election to the 193rd District Seat in 2010. He had no primary opposition and defeated Republican Mike Strausbaugh in the general election which took place on November 2, 2010.[3]
